Official Caption: "Rome, 5/25/45--Greenbelt: Typical planned community in the U.S.--Small children listen attentively during story hour in the nursery at Greenbelt. The school is run cooperatively by mothers who are working in war industries since their husbands are in the U.S. armed forces. The teacher is paid $25 a week. Town planning provides homes for moderate income families and helps to develop a full community life. In building Greenbelt and two similar American communities, much was done to encourage the growth of all town activities. Greenbelt families own and run their stores, debate their own problems in town meetings, form clubs and organizations that fulfill any social or educational needs.
